Reyes Consent Decree. In 1991, and as part of its Agreement of Settlement and Consent Order (heretofore referenced as the Reyes Consent Decree) entered with the Office for Civil Rights Region X of the US Department of Human and Health Services, DSHS agreed to ensure the quality of the interpreting services through the development and administration of oral and written tests as well as training of contracted interpreters.
