2012 Interpreter Bills

This year’s legislative session in Olympia saw a flurry of interpreter bills.

HB 2701 grants collective bargaining rights to language access providers who provide spoken language interpreter services for Department of Labor & Industries (L&I) appointments. Language access providers include any independent contractor who provides these services, whether paid by a language access agency, a broker, or the L&I. Read the State's Auditor Report highliting billing irregulaties and misconduct at L&I's Interpreter Services program. 

Update: died in committee in its house of orgin. The bill granting unionization rights to L&I interpreters was introduced year after year until it passed in 2018.

HB 2711 carves out from the bargaining unit interpreters appointed or required in legal proceedings or an interpreter under the MAM program. "DSHS appointments" does not include legal proceedings of any nature, including criminal, civil, or administrative proceedings. "Medicaid enrollee appointments" does not include MAM appointments or any other service provided pursuant to the MAM program.
