Title VI of the Civil Rights Act of 1964 prohibits discrimination based on national origin. Executive Order 13166 mandates recipients of federal funds (e.g. schools, hospitals, courts) to provide meaningful language access through translation and interpretation services. Accordingly, it is the legal and financial responsibility of these recipients to provide interpretation and translation services at no cost to Limited English Proficient (LEP) individuals.
